Mafia State report due by June 15, anti-corruption chief confirms

The Independent Authority against Corruption will publish its findings on the investigation into allegations raised in investigative journalist Makarios Drousiotis’s book “Mafia State” by June 15, authority president Haris Poyadjis has confirmed.

Speaking to the Cyprus News Agency (CNA), Poyadjis said “at the latest by June 15 the announcement will be issued,” adding that “all cases have been suspended until we finish with this.”

The four-member inspection team submitted its final report on April 30. The report runs to 3,000 pages and covers 214 sessions held to take testimony or receive exhibits. A total of 150 individuals gave testimony, while 793 exhibits were submitted by 41 legal entities and government departments.

According to Phileleftheros sources, the head of the four-member inspection team, Gabrielle Louise McIntyre, received remuneration of around €800 per day worked on the investigation.

On the basis of her participation in all 214 hearing sessions, her fee for those sessions alone would exceed €170,000 — a figure that does not include her work in sessions with the other investigators or additional investigative work such as meetings and drafting.

The remaining three members of the team — Charilaos Chrysanthou, Orestis Nikitas and Andreas Efthymiou — also received remuneration, the sources said.

McIntyre is described as a specialist in international legal practice, international humanitarian law, international criminal law, human rights law and administrative law, with experience on various international committees and bodies. She previously served as president of the Seychelles Truth, Reconciliation and National Unity Commission.

The investigation, which was announced in early 2023 and began in spring 2024, examines allegations Drousiotis set out in his book concerning events in Cyprus following the divorce of Russian oligarch Dmitry Rybolovlev.

The book alleged the involvement of a major law firm and its relationship with then President Nicos Anastasiades, unusual parliamentary proceedings to amend legislation, court decisions that favoured the oligarch, and capital transfers.

Anastasiades has categorically rejected the allegations against him in public written statements and interviews, and has taken legal action. He also wrote and published a book, “The Slanderer,” in an effort to rebut Drousiotis’s claims.

All allegations set out in “Mafia State” remain unverified. All named individuals deny wrongdoing.
