A pilot scheme providing prepared breakfasts to public kindergarten pupils began on a trial basis in Larnaca and free Famagusta districts over recent days. The “Breakfast for All” initiative follows a Council of Ministers decision and forms part of the government’s 2026 annual planning announcements made by the President of the Republic.
The state-backed social initiative aims to promote healthy nutrition and physical development for young pupils while offering practical support to their families.
Health education experts from the Ministry of Education, Sports and Youth, collaborating with volunteer Cypriot clinical dietitians, designed the breakfast options. The meals conform to children’s nutritional needs as outlined in World Health Organisation reports. The ministry stated that starting with the most essential meal of the day provides children with a better future, dignity, and prospects, while ensuring equal access to both education and nutrition.
The pilot phase currently benefits approximately 2,600 children in Larnaca district and around 1,000 children attending public kindergartens in Famagusta district.
An open tender process was used to select the contractor implementing the scheme, and product quality is maintained through strict adherence to required health and safety protocols.
The total cost for the pilot phase in both districts is expected to reach approximately €1,500,000, funded via a donation from Allwyn (OPAP Cyprus). The Stelios Philanthropic Foundation intends to further support the free breakfast scheme from September by supplying specific items.
Under the current programme design, data and feedback concerning the quality, quantity, nutritional value, and children’s acceptance of the meals will be systematically collected and evaluated. This process aims to address any emerging issues directly, guarantee high-quality standards, and continuously improve the scheme ahead of its scheduled nationwide rollout.
As part of the pilot rollout, the Ministry of Education is establishing a communication channel between parents, teachers, and co-responsible ministries and services. This channel will use reports, suggestions, and feedback to ensure swift interventions to resolve any implementation problems that might arise during the ambitious project.
