A major luxury resort development planned for the Limassol coastline has entered the planning process, with an Environmental Impact Assessment (EIA) now in public consultation and a deadline of July 3, 2026 for submissions.
The project, named “The Rocks,” is proposed for the coastal site of Argaki tou Mavrou within the administrative boundaries of Pentakomo community. Developer DRL5COMOS Properties Ltd has submitted the EIA, prepared by engineering consultants P. Nikolaidis & Associates LLC, to the competent state authorities. The Environmental Authority has placed the study in public consultation, allowing members of the public, local authorities and any interested party to submit comments, views and recommendations by July 3.
If approved, the development is expected to be fully operational by 2029, according to the preliminary project timeline. It would comprise a 126-room luxury hotel, 26 villas, 73 apartments and a beach club.
The project would occupy a total coastal area of 34,714 square metres on Poseidonos Avenue across two plots. Of that, 3,871 square metres — 12% of the total — would be set aside as public green space, and 2,456 square metres allocated for an internal road network, leaving a net development area of 28,387 square metres. All existing structures on the site are to be fully demolished, including the Kalymnos fish tavern, the Palm Beach–Kalymnos beach bar, campsite outbuildings and an abandoned building.
The site lies 3.6 kilometres southeast of the Pentakomos village centre and 3.1 kilometres from the Mari Naval Base Evangelos Florakis, with the existing community campsite as an immediate neighbour. Access would be via a single controlled entry and exit gate on the northern side of the plot.

The hotel component, covering 14,000 square metres, would include a 900-square-metre spa and wellness centre and six dining venues with a combined capacity of 480 indoors and 300 on external terraces. The 26 villas, totalling 3,480 square metres, range from beachfront three-bedroom units of 220 square metres to one-bedroom villas of 80 square metres, with several lagoon-style and garden designs in between. The 73 residential units, covering 6,700 square metres in total, include 50 one-bedroom apartments, 20 two-bedroom apartments, two three-bedroom penthouses and one four-bedroom penthouse of 350 square metres. A private reception hall and communal areas of 700 square metres would serve the residential complex.

A beach club of 1,050 square metres would complete the development, featuring an indoor restaurant and bar, an external terrace and an outdoor pool. The project includes 240 parking spaces distributed across the hotel, villas, apartments and beach club.

The Defence Ministry’s position on the development has not been made public. Due to the project’s proximity to the Mari Naval Base, which is also set to be upgraded, the ministry’s views will be discussed behind closed doors at the competent Environmental Impact Assessment Committee.
