Cyprus seeks Greek partnership to upgrade 300 Soviet-era Leonidas vehicles through SAFE

Cyprus is pushing to upgrade its entire fleet of roughly 300 Leonidas armoured personnel carriers through an EU-funded modernisation programme with Greece, but needs Athens to formally commit before accessing European money.

The Defence Ministry and National Guard General Staff want to overhaul the Soviet-designed vehicles – the backbone of Cyprus’ mechanised units – through the EU’s SAFE programme, according to philenews sources.

Talks between Nicosia and Athens remain at the discussion stage, though Cyprus has made clear it wants to move forward with what would be a major boost to the island’s ageing armoured fleet.

EU rules require joint procurement

Greece must officially express interest for Cyprus to tap SAFE funding, since EU rules strictly require at least two member states to participate in joint defence procurements.

The requirement isn’t just bureaucratic. Brussels designed it to strengthen cooperation between countries, cut costs through bulk orders and ensure equipment remains compatible across militaries.

Without Greek participation, Cyprus cannot secure European financing for the upgrade – making Athens’ decision crucial to the plan’s survival.

Cyprus operates 197, ELDYK has more

Greece supplied Cyprus with 197 Leonidas carriers in the 1990s. The Greek force stationed on the island (ELDYK) operates a significant additional number, bringing the total to around 300 vehicles.

The carriers serve as the primary weapon system for multiple National Guard mechanised units and have been in service for three decades.

If modernisation proceeds, the upgrade would significantly enhance the vehicles’ armour protection and firepower – addressing vulnerabilities that have emerged as the fleet aged.

Greek defence company EODH previously tabled a proposal for comprehensive modifications that would substantially modernise the carriers.

Developments are expected within the first quarter of 2026.
