Cyprus’s parliamentary Health Committee has secured the agreement of all parties involved — including licensed importers and distributors — on a bill to regulate the sale and use of nicotine pouches, with a vote expected before the end of March.
The proposal would amend the health protection and smoking control law to bring nicotine pouches within the scope of regulated tobacco products.
Under the proposed amendment, a nicotine pouch is defined as an industrially manufactured product containing no tobacco, taken orally without inhalation, heating or combustion, and containing a substrate of nicotine or nicotine combined with other substances in solid form — excluding products intended for medical or pharmaceutical use.
Representatives of importers and kiosk owners who attended the committee session called for strict regulations, mandatory health warnings and product information on packaging, and child-resistant packaging.
With all parties in agreement, the committee moved directly to an article-by-article review of the proposed amendment. The Health Committee considers passage into law before the end of March a given.
