Larnaca planning applications surge 53% in 2025

Planning applications submitted to the Larnaca District Local Government Organisation (DLGO) increased 53% in the first seven months of 2025 compared with the same period last year, official statistics show.

The organisation received 1,295 applications from January through July 2025, up from 844 in 2024 and 749 in 2022. The figures demonstrate sustained growth in construction activity across Larnaca city and district.

Digital system implementation accelerates application process

The increase reflects multiple factors, according to the DLGO. The comprehensive implementation of the digital “Hippodamos” system enables electronic submission of planning applications 24 hours daily.

Government housing policy revisions and updated urban planning incentives for residential development contributed to the surge. The approval of the Urban Planning Amnesty Scheme provided incentives for legalising unauthorised constructions.

The expiry of Order 1/2020 regarding renewable energy utilisation, replaced by Order 4/2025, created additional momentum for applications.
