A delegation from the Organisation for Economic Co-operation and Development (OECD) concluded a three-day mission to Cyprus on Friday, aimed at mapping the Republic’s existing housing stock and identifying strategies for affordable residential development.
The visit, which took place from 21 to 23 January 2026, serves as a foundational step for the “Design and Implementation of Affordable Housing Models and Policies” project. This initiative is designed to address the increasing housing needs of low- and middle-income citizens by reforming current accessibility standards and supply chains.
The project is being implemented in collaboration with the European Commission’s Task Force for Reforms and Investment (SG REFORM) and is funded through the EU’s Technical Support Instrument. Scheduled for completion over a 24-month period, the reform focuses on three primary objectives: the production of new affordable units alongside the repurposing of existing residential stock for affordable rent; the development of financing tools to support housing providers; and the sustainable use of land to ensure adequate housing density.
The delegation’s findings are expected to shape future legislative actions to mitigate the rising cost of living and urban displacement.
During the visit, the OECD representatives held a series of meetings with a broad spectrum of stakeholders to identify systemic challenges and opportunities within the sector. Discussions involved officials from the Ministries of Interior and Finance, the Deputy Ministry of Social Welfare, and specialised bodies including the Cyprus Land Development Corporation and the Housing Finance Corporation.
Technical and industry perspectives were also sought from the District Local Government Organisations (EOA), the Cyprus Scientific and Technical Chamber (ETEK), the Federation of Cyprus Building Contractors Associations, and the Cyprus Property Developers Association.
